reformatting- boot still drive A

I read that you have to change the boot drive to C before reformatting....i didnt do that. Now my screen goes blank when i start the computer. And if i try to boot it it goes to my A drive. Is there any way to fix this so I can use that computer again? I am so lost!

Enter your system BIOS (this is accomplished by pressing a particular key or
key combination when the computer first boots - look for a line that says
something to the effect "Press F2 to enter Setup" (the exact wording or the
actual key to press will vary from computer to computer). Once in the
setup, look for a field that allows you to set your boot options. Set the
first boot option to your CD-ROM drive. Save the changes and exit.

Now, insert the Windows CD-ROM and reboot your computer. The computer
should boot from the CD-ROM, and allow you to format the drive and then
install Windows.
