If I run WinXP and some point I'll need to reformat my
system will WinXP let me reformat and If say I install a
new motherboard after that some time in the future will
WinXP let me reformat my system again? In short how many
times can I reformat my ONE system with WinXP Home or will
WinXP pro let you reformat as many times as you like?

If you are asking how many times you can activate a version of XP, there is
no limit. There are rules that apply that might mean you will need to use
the activate by phone feature, but this is very easy.
