Reformat

I need to reformat my hard drive and I can not get into
the bios or dos. I was wondering how to get there from XP.

You don't.
You cannot get into your BIOS why? Did you password protect it too?
Is your computer set to boot from CD or Floppy? If so, you could just do
that and kill the partitions.

If it isn't set that way - you need to search for a way into your BIOS, like
removing the battery or using a default password or using a program/script
to clear the password.
