I own a HP 930 printer, and I frequently refill the black cartridge.
Last months, I got three fresh black cartridges and refilled for
backup and not refill them each time the current working
cartridge run out of ink.
But they blocked even if I use protective clips. Why does this
occur? How can I avoid the blockage?

I'm not sure what you are saying. Did you refill these before they were
empty and right after you removed them from the printer? Did you test
them after filling? If so you could try some of the techniques for
clearing on this page-

Remember, if it's not printing, stop and try to fix the problem before
you burn out the resistors.

Try refilling thru the head with the cartridge clip snap and fill adapter.

You can also use it as primer.

A 45A weighs 65 grams when empty and 105 to 110 grams when full. If your
cartridge stops printing before it was empty, you probably lost vacuum
inside your cartridge. If you don't have a gram scale, take it to the post
office and have them weigh it. Are you removing the ball to refill or
filling through the print head. Are you using pigmented or dye based ink?
The best thing to use to clean the print head is Windex with ammonia D.

I refill them from the fill hole. I've refilled many cartridges a decade
times each. If I use them immediately they work fine till to the last drop.
If I put them into a clip for storing, they blocked. The blockage occurs
about two weeks after filling. I use clips with shinny foam pads.

The cartridges work well till the last drop of ink and I use pigmented ink.
They don't work if I store them into clips for more than two weeks.

it is much better and easier to use the snap&fill tool from
www.inkjetsaver.com .No more holes and mess.
Probably something entered in the cart during refilling and blocked the
head.

How many time can you refill? The reason I ask is because running them
dry will burn out the resistors. I'm averaging 7 refills using the snap
and fill method however I'm careful to never run the dry.

I refilled one cartridge 10 times!!!
But, my problem is the storing. I can't store them for more than two weeks.

Sounds like your ink is drying on the printhead. If cleaning your print head
with Windex clears your problem, you'll have to try a different ink. I fill
thousand with pigmented ink and do not have this problem.
