redundant contact list in Outlook 2003

I just installed Outlook 2003 and the program did a great
job of importing all my messages and addresses from
Outlook Express. Unfortunately I somehow have two (2)
contact lists -- one empty. When I use the
sidebar "contacts" link I get a complete list, but when I
am trying to address an email, the contact list is not
accessible which leads me to believe that it is trying to
open the empty list. How do I safely delete the redundant
non-list?

You have two "contact lists" where?
Do you actually see two separate lists or are you just assuming there must
be a second?
 
The folder list shows one Contacts list, however when I
try to access the list via the email "To" link it will
not link. I then went to the advanced option and found
that there are two contact lists and the second list is
the one with all the addresses. How can I delete the
first list or at least make the second list active?

Delete the duplicate entry here:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change.
