Reducing Quality on MP3 files

I need a good program that will reduce quality to 96kbps from 128kbps.

I also need to keep the files in the same sub directories so it makes it
easier reapplying the ID3 Tags.

This is due to files not fitting on my mp3 player

dbPowerAmp does both.

I hope FlexiMusic Wave Editor would help you in reducing the quality from
128kbps to 96 kbps.
