Reducing mp3 file size

Hi

I have a 8MB mp3 file which is used on a client's website. The problem is
that this is taking around 85% of site bandwidth. is it possible to reduce
the file size without substantially (noticeably) reducing the quality?

Any recommendations on what to do and what software to use would be greatly
appreciated.

It's going to depend on the quality and content of the original. A
transcoder like dbPowerAmp can be used to change the encoding type
and/or reduce the bit-rate. You can be the judge of the end-results.
