redial if line is dropped -- doesn't

Hello, and thanks for letting me ask a pressing question. I hope some of you
might be able to help me fix the problem.

We have a two-way satellite Internet connection that works well, but
sometimes during heavy snowfall the dish gets covered with snow or the
visible path to the satellite is obscured, and we lose connectivity, so we
manually use dialup to continue with such simple tasks as email so that our
children know we are alive and well and the chat programs work.

The "Properties -> Options" of the dialup connection is set to "Redial if
line is dropped", yet it doesn't, so when a line drop occurs we lose
connectivity, which is very important for us to keep.

Reboots don't help, and we changed the redial options to 3 seconds, 5
seconds, etc., including number of tries etc. "Idle time before hanging up"
is set to "Never". This used to work correctly, but sometime since last
winter it stopped working. Maybe as the result of an automatic update?

I know most of you don't use dialup anymore and neither would we unless it
were absolutely necessary, which it is for us at times.

Can anyone help us fix this problem please?

It's years since I've used a dial-up connection and I do no longer have the
means to explore the phenomenon you describe. However it may be possible to
force a redial by different means. When your connection gets dropped, do you
see a corresponding event recorded in the System log of the Event Recorder
(eventvwr.exe)? If so, what Event Number is it?

In Outlook Express, Tools / Options / Connection, "Hang up after sending and
receiving" had mysteriously become checked. I know for a fact this was not
something I elected to change, and since I'm the only one using the computer
apparently one of the automatic updates enabled the choice.
