Does Microsoft recommend cycling Windows 2000 servers
every so often? I don't think THEY say to but in real
life, how often should this be done?

Depends on the software installed.

If you have no memory leaks, a server can stay up for many months.
I generally restart once a quarter, if no hotfix/update made me restart before
that.
