RECYCLER?

What function does this directory play? I was trying to delete Hotbar,
and the search found it in that directory, When I revealed hidden and
system folders, I saw that there was a RECYCLER on every partition.
Finally got rid of hotbar and the weather thingy using AdAware and
regcleaner, but it left me curious.
