I have a virus that continually reinstalls its adware,
such as internet optimizer B, and several others. It has
shut down Norton. It prevents me from installing the beta
from microsoft(I have a legal copy). I have several spy
programs to remove the adware. However, they only get rid
to the symptoms, not the cause.

I have noticed a folder called "Recycler" with the
following contained within, "S-1-5-21-682003330-73586283-
725345543-1003".
I can not remove it manually, even from safe mode.
How do I

I think you should be looking for another more potent nasty.

Try an online anti-virus scan:
