Have you made sure none of the "Do not move files to the Recycle Bin.
Remove files immedediately when deleted." boxes are checked in the Recycle
Bin Properties? (right click on the recycle bin)
Also when you open the Recycle bin see if it says there are files in it,
in the Status bar, even though you can't see any.
