Recycle bin

How can I move the Recycle Bin to the bottom of the screen
minimized with the other icons on the bottom scroll bar?
All of the other icons will move down there, but the
Recycle Bin won't let me move it. Thanks!
 
I think she wants to move the recycle bin to the quick launch bar at the
bottom.....MAYBE!!
