Recycle Bin won't receive.

When deleting files on drive C:\ , they don't show up in the Recycle Bin. All other drives\partitions do show up
Under RECYCLE BIN PROPERTIES I don't have a checkmark next to the Do not move files to the Recycle Bin line
I have tried Global settings without the checkmark and have tried individual settings. Either way I can't get the Recycle Bin to work for drive C:\.
I've tried Kelly's Korner's Recycle Bin fix on lline 64 without any change
Any help would be much appreciated
 
Note: Files that were previously deleted will be permanently erased from the
Recycle Bin.

Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.

To test, create another file and then delete it – does it now show up in the
recycle bin?
