Recycle bin settings

I have a problem with my recycle bin. I cannot change any settings on it.
The box "Do not move files to the recycle bin. Remove files immediately when
deleted." is checked, as is "Use one setting for all drives". The rest is
shadowed out. How do I change this?

uncheck Remove files immediately when

and see what happens.

There in lies the problem... I can't uncheck anything. It's all shadowed
out. I've looked all over for some setting that would cause this, but no
luck
