Not that I am aware of.

Why do you want to? There are other ways for protecting files from
operator abuse, such as adequate backup procedures.

Security - the recycle bin is the only part of a user's profile that is
outside their profile. If you want to prevent anyone except the user to be
able to access the files in the recycle bin, encrypt it from the user's
profile. Now, although anyone can see the files, only the user can read
them.

Thanks, and I had that thought, too, but, when I click "Properties" for the
Recycle Bin in Explorer, I don't get that option. There is no "General" or
"Advanced" tab. It just says "Global". I really need to find a way to protect
these files for some specific security reasons. Is there any add-on software
that would isolate the Recycle Bin?
