Recycle Bin Not Working

I deleted some old downloads the the day and noticed they were not sent tothe
recycle bin? I checked the settings and the auto delete, do not send to
recycle bin check box was not checked, not checked. Beats the heck out of me.
Any suggestions

Files deleted from floppy drives and USB thumbdrives or the likes are
not going to be in the recycle bin. Maybe that was the problem.
