Recycle bin menus

the drop down menus for file and edit do not drop down. View, favorites, etc all work. Help please
 
Norton Utilities runs ok. How else can I check for a corrupted file. Windows 98 has a system file checker program but I don't find that in XP. I have Word 97 installed and the spell checker works but when I spell check in Outlook Express 6 I get an error saying the spell checker has stopped running. Could these be related? Thank you in advance for any help.
 
These menu items are not supposed to work if you are in folders view. Learn something new everyday

Had to reinstall WinXP to cure the other problems
