How do I get the recycle bin back on the desktop?

Right click the desktop and select Personalize. In the top left pane under
Tasks click "Change Desktop Icons". Now you can choose which icons appear on
the desktop.

Is the disappearing recycle bin icon a known bug in win vista 64? It has
disappeared a number of times when deleting some files.

It is a feature. Often complained about. It results from not paying close
attention when empying the recycle bin and choosing "Delete" instead of
"Empty Recycle Bin." XP did not have "Delete" on the context menu.
