Recycle Bin contains Catroot2 file

I have XP pro and my computer has slowed considerably in the last few days.
I have tried many of the tips suggested and when I went to empty the
recyucle bin I found this one file named Catroot2 with 9,952 kbs. Should I
delete it or restore it?

Don't delete it yer. I would restore it and then rename it to .old or
somethng.

Googling this provides mixed advice. One source says that the file was
associated with other files which presented a threat. Let the file sit for
a few weeks and if there are no complaints, delete it from the recycle bin.
