Recovery Console Features Disabled

I'm trying to use Recovery Console, but all of the commands I need to use are
disabled.

I've tried following the instructions in:
http://support.microsoft.com/kb/235364/, but when I'm in MMC there is no
snap-in called "Security Configuration and Analysis" that I can add to the
console.

Does this snap-in go by any other names?

If you're working on a computer that's running XP Home Edition, that snap-in
won't be available. The same goes for the Local Security Policy console in
Administrative Tools.

Searching on Google suggests that the two policies mentioned in the Microsoft
article correspond to the following registry keys and values.

HKLM\Software\Microsoft\Windows
NT\CurrentVersion\Setup\RecoveryConsole\SecurityLevel

HKLM\Software\Microsoft\Windows
NT\CurrentVersion\Setup\RecoveryConsole\SetCommand
