I run a dual boot windows 98/2000 system. Recently it
seems I had a fault with the windows 2000 boot partition
(detected & fixed with scandisk). Although everything else
seems to be intact, it won't go past the Applying Security
Policy stage when I boot up in Win2000.
Can anyone suggest a way of fixing this without losing my
installed programs & settings?

Try booting into safe mode by using F8 during the boot process to invoke the menu for
start up options. If safe mode works, you may have a corrupted driver or a problem
with a startup program and looking in Event Viewer may help troubleshoot. Otherwise
try a repair installation using "fast" repair method by booting from cdrom and select
"repair" instead of new installation. See the link below. --- Steve
