recover data from bad hard drive

Maybe someone can help me. I am trying to recover data from a hard
drive that has failed. It was set as a second hard drive and was only
used for data. The drive is visible in device manager, but NOT in my
computer or explorer. I have tried everything that I can think of, but
I am at a loss. By the way, I have checked and rechecked the jumpers
and they are correct. Any ideas would be greatly appreciated.

Take it to somebody who knows what they're doing before you destroy
what little chance of recovering any data still exists.
