For some reason the recording tab of my CD-RW drive is gone. How can I get
the recording tab back so I can record CDs?

Open My Computer | Right click the CD drive | Properties |
You should see a recording tab

If you right click My Computer | Manage | Disk Management |
Right click the CD drive | Properties | You will not see a recording tab

Check these registry keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer
and/or
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\
CurrentVersion\policies\Explorer
and/or
HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Network
and/or
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\
CurrentVersion\Policies\Network

Value Name: NoCDBurning
Data Type: REG_DWORD
Value Data: 0 or 1
0 = Enable Burning
1 = Disable Burning

If the Value NoCDBurning does not exist under any of the above keys, that is
the same as Enable Burning.

If XP Pro, Group Policy:
Local Computer Policy\User Configuration\Administrative Templates\
Windows Components\Windows Explorer\
Remove CD Burning features

Set to Disabled or Not Configured.

Remove CD Burning features explanation:
[[Windows Explorer allows you to create and modify re-writable CDs if you
have a CD writer connected to your PC.

If you enable this setting, all features in the Windows Explorer that allow
you to use your CD writer are removed.

If you disable or do not configure this setting, users are able to use the
Windows Explorer CD burning features.

Note: This setting does not prevent users from using third-party
applications to create or modify CDs using a CD writer.]]

Have you tried unistalling the drive in device manager, then scan for new
hardware changes or reboot the computer, any change..?
Have you physically moved the drive to a new IDE location without setting
the jumper..?
Is auto select for the drive set in the BIOS..?
