recording conversations

It's against the law unless you specifically tell the the other party
that they are being recorded and that you receive their consent to
record the conversation. Google on the subject and you should find the
information you seek

sides of a telephone conversation, without both parties knowing and
agreeing to the recording, and there must be a continuous reoccuring
beep during the recording.

You can, of course, record your side of the conversation.

Federal law controls wiretapping, where the person doing the recording
is not a participant in the conversation, and can only be done with a
court order. (Ya sure, except for the current federal administration)
 
No you don't! I know of no western democracies where it is legal to
tape a phone converstation without consent of the other parties involved
unless a court issues a warrant or otherwise authorizes you to do so!

That answers the question if it is legal, which, of course, wasn't the
question. The question was how to do it, not what you think of doing it
or whether it is legal to do it.

It's so ridiculously easy to do with a $20 tape recorder and a pick-up
that you tape/glue on the handset that it's hardly worth fiddling to
have this done through a pc! Google has ton's of hits on the subject if
the OP wants to do it with the pc. I'm sure the local police force can
also tell you how to do it... ;-)

No, NSA is the one you want to contact about using computers to tap
phones without a warrant, not the police dept.
