Record navigation frozen when form opens X-No-Archive

During the development of this database an input form has changed
characteristics. When I opened the form I could use the forward
arrow at the bottom of the form and navigate forward through the
records.

Recently I have noticed that when I open the form I can no longer
navigate. If I mouse click to another field I can then use the
navigation through the records.

What may have changed to cause this?

I'm definately missing something simple here. Please help! I found that
if I add a 'Clear Filter' button I can then immediately navigate
through the records. I deleted (or thought I did) the filter that was
on the form by looking at the form in design mode. I think I read that
this may not really delete the filter. If that is true, how do I delete
it?
