Recognize old user account

Recently I reinstalled Windows XP. The previous list of user accounts is no
longer recognized by Windows, and accounts that were password protected and
secured are now completely inaccessible. I can't access, modify, or even
delete them. I have the passwords, so that is not the problem, but how can I
get Windows to recognize these accounts so I can re-access them?
