Recognition of external portable storage devices

I recently had to restore Windows XP because of some problems. Those problems
are fixed but now my Dell Computer won't recognize my digital camera when
plugged into my USB ports- message says "external device not ready" and it
won't recognise two new USB memory sticks I just bought. Is this a fixable
Windows XP problem, does anyone have any ideas. P.S. it also won't install
Quicktime.
 
Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties,
Hardware,Device Manager. If yes what is the Device Error code?

You need to explain what the earlier problems were and how they were
resolved.

You "restored" XP, and you have a Dell - did you also download or use the
CDs for the other system drivers? If not, this could easily prevent proper
operation of USB devices.

At the Dell support site, using the service tag from the back or bottom of
your PC will get you to pages with the correct drivers for your system's
hardware.
