Recieving fax. Windows 2000 professional

I am trying to change the number of rings that fax
requires to answer the call from a fax machine. When I go
to services and display the fax server I note the the
service is set to Automatic and started. When I go the
the fax management console and try to change the number of
rings from 99 to 3 I get a message that says the service
is in manual and must be in automatic to change the number
of rings. I have restarted the system and browsed the
help functions etc to no avail. I am running Win 2K
Professional at the latest fix and service level. Help.
