recieving email notifications

for the past 6 hours now i have been trying to create a profile for windows
so i con get mail notifications and such. i keep getting pending limits
exseded.there for i cannot recieve my email comformations.after three atempts
i am asked to contact microsoft help and upon doing so still cannot get any
help. can anyone help me?i need this email verification.
