Recently used files setting - Disable

Is there another way to disable the Recently Used Files Setting for all users.

What happens is I have security so shortcut keys don't work and also the
Shift key when opening doesn't work. But if you go to File and click the file
name for the database it gives you full access even though you don't have
admin rights.

I need to prevent staff from going into the database behind the scenes.

I am somewhat new to programming in Access.
 
Tools, startup, and uncheck allow built-in menus.

Or, you can create your own custom menus that don't include those items.
