Receiving zip files

I have a problem where someone is trying to send me a 7Mb
zip file but I am unable to receive it. I am limited to
10Mb on my mail server so I am wondering if Outlook is
looking at the uncompressed size of the message and this
is putting me over my limit on the server.
 
Ask the sender to split the file into two or more pieces. I'm guessing that
your smtp server only allows messages of a certain size or smaller to be
received. (encoding attachments for transmission always increases the
message size by +30%. therefore it is safe to say that if a 10mb limit is
imposed at the smtp connection, then a sender shouldn't send anything over
5mb.)
 
oulook won't do it, but the server will...

it is in your email box on the server and outlook can't download it or does it
get bounced back to the sender? if it's getting bounced back, the sender will
need to upload it to a site where you can download it using a browser.

Thanks, I'm sure that must be the problem. I didn't
realize that that much overhead was added to the message.
