Greetings CD,
When you receive a file through Windows Messenger, you're actually connecting to your contact
and downloading the file from them -- this is known as an outgoing connection. As such, if
your contact has a router or firewall installed or engaged, you won't be able to connect to
them, and therefore won't be able to receive. As well, if you're restricted from connecting
to certain ports (for example if you're on a corporate network), you also won't be able to
make an outgoing connection to your contact to receive the file.
Instead, you and your contact(s) may just want to upgrade to MSN Messenger
(
http://messenger.msn.com) which allows you to send files directly through the Messenger
server, and therefore doesn't require these outgoing connections.
