receiving fax & voice message

Is there a way to configure the computer to allow faxes to
be received on the same line as an answering machine?
 
Not natively. Windows 2000 and XP do not support distinctive ring.
 
is there some sort of device that can be attached to
accomplish this?

The alternative is to install an external switching device to your phone
line. You can find some here:
