When I click on the send and receive emails I get an error that reads: You don't have appropiate permission to perform this operation. And I have not been able to receive emails since yesterday, I am able to send emails but not receive, please help! Thanks.

Post more info like Outlook version, mail service being used (Exchange,
POP3, IMAP, HTTP, other...) and the steps you took already to try to resolve
the problem.

Try recreating your mail profile;
Control Panel-> Mail-> button Show Profiles...
or create a test profile so you can test it first and see it it will solve
your problems
