Receiving a call from our application and Interjection of sound with the receivers voice

Hi,
My Application receives a call and before receiving allows user to
set desire sound file to play.
Now when user accepts the call that sound file starts playing and mixed
with receivers voice.
For example call comes in my application i choose a sound file say for
traffic sound the caller experiece two voices as if talking in trafiic.

Now my problem is:

1. How to receive a call inside a application?
2. What is the best practice to receive a call using background
application?
3. And How can i add/mix repliers voice and music file so that it can
be heard at users end??


Please provide useful links or suggestion.
