receive mail but cannot send

i get this error message when i try to send mail via windows mail.

The connection to the server has failed.Subject: 'Email from Windows Mail'
Account'Windows Mail Server:'smtp.comcast.net',protocol
smtp,port:587,secure(ssl):No,Socket Error:10060 Error Number:0x800ccc0e.
Whats up?
