Receive duplication of email due to network connection

hi

We r using MS Outlook 2003 and having this issue where user receive
duplication of email when the line is drop or congested, is there anyway to
configure / minimize it beside upgrade the line

note: we r using POP3

If the POP connection drops before the session between Outlook and the
server is complete, Outlook will not record which messages it has downloaded
and so will start over. I don't know of anything you can do to ameliorate
the problem except for enhancing the reliability of your network.
