Receive "Access is denied" error message multiple times

I am currently using Windows XP SP2. When someone logs on with the guest
account a error message titled "ERROR" with the message "Access is denied"
and an OK button. I click on the OK button and the error message appears 11
more times.

I am able to use the system otherwise if the message stays on screen and
this only happens when the guest account is used. I do remember a similar
issue about a year ago with the administrator account and don't remember how
I was able to resolve the issue.

I followed the steps in the article, but still get the same error message 12
times.
