Rebuilding a Quieter More Powerful Desktop For Under $1000 (Looking For Advice On The Quieter Aspect

This summer I plan on rebuilding my computer for the 4th time in its
lifetime. It all started way back with a Celeron 333mhz and a Voodoo3
2000 PCI. Since then I've made my way up to an Athlon 2800+, 1GB DDR,
Radeon X800 XL and an Audigy 2 Value. It seems like a pretty capable
machine right? So why am I rebuilding it?

There are two reasons, I'd like to upgrade before my old parts will be
worthless on the second hand market and the machine is simply to
goddamn loud. I figure that while I'm at it I'll add some more
horsepower. I'm pretty confident about my choices for horsepower. But
I'm not so sure about how to make it quiet as I've never really
considered that important before.

A quick perusal of pricegrabber tells me I can select this hardware and
still hope to stay within my budget after shipping costs:

Motherboard: Asus A8N32
Processor: Athlon X2 3800+
Memory: 2GB Corsair XMS
Videocard: ATI X1800 XT

I suppose what I'm asking is for some suggestions for quiet cooling
solutions, and quiet enclosures that have room enough to work in and
tuck away wires and ribbons. I'm hoping that I'll be able to add dust
filters on any fans, by the way. The apartment I'll be living in while
I'm at college is old and frankly its so dusty that my fans and
heatsinks quickly become clogged and or enveloped my thick, gray gunk.

Thanks johns but I've already chosen exactly what kind of hardware I'd
like, and its better than anything Dell can offer for comparable price.
