rebooting locked computer over a network

here's the problem: workstation A in the office fails to
allow remote connection. can i remotely access
workstation B in the office and restart workstation A??
 
sorry, didn't mention they are all XP pro.

Can you use the "shutdown" command-line service?

Go to run, type "cmd" and then type "shutdown" - this will give you more
info about the service (it wont actually shutdown the machine until you give
it some command-line options).

Yes - but you need to have administrative permissions on Workstation
A...

shutdown -i will give you a GUI interface...
