When i shutdown the comp keeps rebooting. I am not on the
internet and i do not run antivirus, so they are not the
problem.I have to switch the comp of by the wall power.

You don't have to be on the internet to get a virus - you can get them from
floppy disks and CD's.
 
Have you looked at your shutdown options? When I shut my
computer down, it gives me the option to restart,
shutdown, etc...Make sure restart is not the option that
is in the box.
