Reboot to enable policy

Howdy Danny!
Do I have to reboot the computer (XP Pro SP2) to have a policy enabled?

That depends on the policy or setting you wish to enable. What exactly
do you want to do?

Right now I just want to hide the control panel. I just installed 2000
server and have an xp client and wanted to learn how to use GPO, but I am
not having too much success getting the client to accept the GPO. I have
created an OU with the user in it- I have created the GPO on the OU and
enable the "Disable Control Panel" option. Under "Properties" and the
Security tab I have the user in there with Read and Apply Group Policy
selected.

I log the client into the domain and nothing.

Did you join your client to the domain? Does DNS work correct? Is the
policy you assigned a User Configuration Policy(since you linked it to a
OU with a user in it)?

DNS was the problem. I did specfiy my server as the primary DNS on my client
PC. Thanks
