Cant even get into safe mode. I have read all the google hits on this issue
and none of the solutions worked. Here's what I know:

System:
Has an ASUS K8V MB VIA KT800
AMD Chip
AGP Graphics

Tried:
disbaled intelppm.sys
installing a secondary USB storage device before booting

I have not been able to view the stop error because I dont have the option
when I hit F8 for "Disable automatic restart on system failure"

I guess my next step is to flash the BIOS.

Anyone got any othe ideas?

Disconnecting the USB drives? You surely don't have the OS
installed on it? Sometimes the only solution is to remove
hardware not needed. Just try to boot it with the bare
minimum. On another OS, I'd use a live CD-ROM to check the
file-system for example or do other stuff.

I do not think that the BIOS could be at fault, maybe more a
issue with driver for you PC that was damaged by the
"UPDATE"...

Flashing the BIOS will not help. Read the first and subsequent entries
on this page. SP3 should not be installed on a system with a AMD CPU.
http://www.google.com/search?q=MS+S...-us&ie=UTF-8&oe=UTF-8&startIndex=&startPage=1

Near the bottom is a patch, but it's to be installed before SP3 is
installed.

You might find a solution at Microsoft. There are a lot of articles on
the subject:
http://search.microsoft.com/results.aspx?form=MSHOME&mkt=en-US&setlang=en-US&q=sp3 and AMD CPU

I have already ran chkdsk /p/r, defraged, sfc /scannow and windows repair.
did all that before I even tried to install SP3 the first time.

I also tried to boot into VGA mode after the update to rule out video card
driver issues.

The USB thing was something I read said that with certian mobo's when you
plug in a secondary USB storage device after the SP3 install it has solved
the reboot problem.

Thanks, I got this thing back up on SP2 with a repair install. For kicks im
updating the graphics card drivers now.

I dont htink that patch will help, as I already disabled that intelppm
driver.

I'll check into those articles in your last link.

I'm debating whether to just drop in another mobo and chip and do a repair,
then update to SP3. I'm thinking this has something to do with the existing
Athlon 64 chip and 64bit chipset support on this board with a 32-bit OS
installed.

No, the problem was that when MS created the SP3 package, they made the
master on a computer with a Intel CPU. This copied some power
management settings for Intel CPUs to all subsequent distributions of
the patch.

Of course, this Intel info drives AMD CPUs crazy and causes the exact
problem you're experiencing. You can have 64 bit CPUs and 64 bit
chipsets and still run a 32 bit OS. The problem comes in when you run a
64 bit OS and there aren't any 64 bit drivers for some (or all) of the
hardware you have installed.

Good luck!

Is there documentation available for this, can't say I've heard that one
before. There is a known issue with SP3 on AMD HP's, this issue is HP's
fault.

You are correct: the problem was not caused by MS, but by some OEM
suppliers (HP being one, apparently). Here is a good link with more
specific info:
http://social.technet.microsoft.com.../thread/40a0eecb-bc00-4746-8f5b-610891d7a73b/

According to the above page, the problem was supposed to be fixed by
last May, but apparently there is some uncertainty as to whether it was
taken care of, or not. I suggest calling HP and have them direct you to
a proper patch for your particular model computer.
