Rearranging Tasks in toolbar

Does anyone know if you can rearrange how the tasks appear
in the windows toolbar (at the bottom)?

For example: I have Explorer, IE and Outlook open. I
want them in that order but they are arranged: Outlook,
IE, Explorer. Can I move Outlook to the front?

I know I could just shut down the apps and reopen them in
the order I want, but many times I have 8-10 apps open,
each with its own window settings, etc.

No, you cannot re-order them. I have been sending e-mails to
(e-mail address removed) since Windows 95. It absolutely kills me that this
cannot be done. I too always want Outlook to be the first item in my
taskbar, and on occassion, I have to kill explorer.exe process. If I'm very
lucky, Outlook will be first when I restart the process, but I'm usually not
that lucky.
