Rearranging still photos

I put together a movie from my daughter's graduation using still photos.
I've added effects and transitions. When I move a picture from one place
on the story board to another, the effects move with the picture, but the
transition does not. Is there any way to make the transition effect stay
with the picture?
 
No, because the transition is seperate to the picture.

It's a bit like asking why the picture next to it doesn't move with it.

The effects are added to the picture, which is why they move.
