Rearranging items in Start menu

I have WinXp home with admin privileges.

Why is it that when I right-click Start > Open > Programs,
I see less programs than when I left-click Start >
Programs?

Hi Alan,

When you right click the Start button, select Explore All Users which will
bring you to the Start Menu/Programs. From there, you can customize as you
like as in grouping, adding new folders, etc.

When you click Start Programs, it shows the items from both these locations:

Documents and Settings\your profile\Start Menu\Programs\
-and-
Documents and Settings\All Users\Start Menu\Programs\

Whereas, it's not the case when you right-click the start menu and choose Open. It goes to this folder:
Documents and Settings\your profile\Start Menu
