When I open my relationship window I have duplicates of several tables and
relationships that keep popping up. I've tried deleting them, deleting all
the relationships and starting over but they still pop up when I open the
relationship window.

This usually means that you have multiple relationships between the
same pair of tables. A common way this can happen is if you're misled
into using Microsoft's dreadful "Lookup Wizard" - it creates a new
relationship, even if a relationship already exists.

To delete a relationship you need to select the *join line* - not the
table icon, but the line - and hit the Delete key. You can then delete
the detached table icon and it will stay gone.
