really weird problem

a few days ago i shutdown my laptop and then when i turned it back on i had
no start bar, control panel could not use windows explorer and a few other
things i have to open up and use programs through the task manager and tried
a system restore and it wouldn't work does anyone know how to fix this problem

What does "wouldn't work" mean, exactly?
does anyone know how to fix this problem

XP Home or Pro?

Shut down, restart into Safe Mode. Log into the Administrator account and
make a new account. Restart into that account. Do things work properly
there? If so, your previous account profile may be corrupt, and you would
migrate to a new account.
