Really deleting fonts

I don't know if "enable download fonts" was on when I installed Windows XP
SP2, or if I accidentally did it myself. However I have several fonts from a
freeware source that I didn't purposely download and want to get rid of
them; so far, when I remove them from the fonts folder, on next launch there
they are again. Today I went to Tools > Internet Options > Security >
Internet Zone and disabled fonts from being downloaded.

Next, I just finished a search in regedit where they actually name the
fonts. Each one of these unwanted fonts are listed a little differently
than all the other fonts listed on the computer, (compare the path between
Arial and Bluehigd and note the ? in the path of the unwanted fonts).

C:\WINDOWS\fonts\ARIAL.TTF
C?\WINDOWS\Fonts\BLUEHIGD.TFF

I didn't see any better way to get rid of them than to delete each key that
represents those fonts. Is there a better way?

Legitimate things don't just download themselves. However, the arial
font at least is a system font, which is why it keeps being replaced by
Windows. Look here:
